The Canada Revenue Agency is a large and complex organization that touches the lives of Canadians every day. Its mission is to administer tax, benefits and related programs and to ensure compliance on behalf of governments across Canada, thereby contributing to the ongoing economic and social well-being of Canadians. The Canada Revenue Agency has a workforce of approximately 40,000 employees located across Canada with an annual budget of over $4 billion. The Canada Revenue Agency processed over $469 billion in taxes and duties in 2014-2015, and issued almost $22 billion in benefits payments to approximately 12 million recipients. The Canada Revenue Agency’s governance structure is comprised of a Minister, Commissioner and Chief Executive Officer, and the Board of Management, as defined in the Canada Revenue Agency Act.

The Board of Management was established in 1999 to support the Agency in achieving its mission and mandate. It is composed of 15 appointed members, including the Chair and the Commissioner. The Board provides strategic guidance and oversees the organization and administration of the Canada Revenue Agency as well as the management of its resources, services, property, personnel and contracts. It is expected to bring a forward-looking, strategic perspective to the Canada Revenue Agency’s operations and foster sound management and service delivery.

Per diem: $475 - $550

Annual retainer: $7,300 - $8,600

Directors acting as chairpersons of committees of the Board receive a per diem within the range ($565 - $665) and an annual retainer within the range ($11,100 - $13,000).

To be considered for this position, please provide examples from your career that clearly demonstrate how you meet the following requirements in your application:

Education and Experience

  • A degree from a recognized university in a relevant field of study; or an acceptable combination of education, job-related training and/or business experience;
  • Experience participating in board discussions;
  • Significant senior-level expertise in the area of complex multi-dimensional client service;
  • Experience in information technology;
  • Experience in internal and external communications; and
  • Experience in change management.

Knowledge, Skills and Abilities

  • Knowledge of service, ideally management in evolving and innovative environments offering digital services;
  • Knowledge of marketing and communications;
  • Knowledge of the roles and responsibilities of a director and the Canada Revenue Agency’s Board of Management;
  • Knowledge of the Canada Revenue Agency’s mandate and of the legislative framework within which it operates;
  • Knowledge of current best practices in board / corporate governance;
  • Ability to develop and maintain constructive relationships; and
  • Ability to facilitate information-sharing and meaningful dialogue among board members, the senior management team, and senior government officials.

Eligibility Factors and Conditions of Employment

In your application, it will be important that you confirm you meet the following requirements:

  • You are a Canadian citizen or permanent resident within the meaning of subsection 2(1) of the Immigration and Refugee Protection Act (statutory);
  • You are not a member of the Senate or House of Commons or a member of a provincial or territorial legislature (statutory); or
  • You are not employed on a full-time basis in the federal public administration or the public service of a province or territory (statutory); and
  • You are willing to travel across Canada.
