Chief Executive Officer (full-time position)

Windsor-Detroit Bridge Authority

The Chief Executive Officer is responsible for providing strategic guidance, oversight and leadership to the Windsor-Detroit Bridge Authority, a parent Crown corporation established in October 2012, and is accountable to the Board of Directors. The Chief Executive Officer will be responsible for implementing the Windsor-Detroit Bridge Authority’s mandate to enable construction and operation of a new international crossing (now named the Gordie Howe International Bridge) between Windsor, Ontario and Detroit, Michigan. The project includes four components: a six-lane high level bridge; a Canadian port of entry with border inspection and toll facilities; a United States of America port of entry with border inspection; and an interchange with Interstate 75. The Canada-Michigan Crossing Agreement concluded in June 2012 provides a framework for Canada to establish the Windsor-Detroit Bridge Authority as the Crossing Authority to design, construct, finance, operate and maintain the new bridge under a public-private partnership.

The Chief Executive Officer will be responsible to create vision and strategy, mobilize people, uphold integrity and respect, collaborate with partners and stakeholders, promote innovation and guide change and achieve results.

Salary Range: $214 900 - $252 800 (CEO-4)

Education and Experience

  • A degree from a recognized university or an acceptable combination of education, job-related training and/or experience;
  • A degree in business/commerce, economics, engineering, finance, public administration or law would be considered an asset;
  • Significant leadership experience at the executive-level in a private or public sector organization, including managing subject matter experts;
  • Significant experience in the delivery of major infrastructure projects;
  • Experience in dealing with senior levels of government;
  • Experience working with a board of directors;
  • Experience with public-private partnerships; and
  • Experience dealing with multi-modal transportation networks, bridges and/or international crossings would be an asset.

Knowledge, Skills and Abilities

  • Knowledge of the Windsor-Detroit Bridge Authority’s mandate, legislative framework and activities;
  • Knowledge and understanding of the principles of sound governance and business practices, including human resources, financial and risk management;
  • Knowledge of the role and accountability of federal Crown corporations;
  • Knowledge of strategic corporate planning, monitoring and evaluation of corporate performance;
  • Knowledge of political and public policy environments, processes and best practices;
  • Knowledge of the respective roles and objectives of federal, provincial and municipal governments in transportation matters;
  • Knowledge of the issues relating to public-private partnerships generally and/or infrastructure development in Canada;
  • Ability to provide the corporate leadership and vision required to ensure the Windsor-Detroit Bridge Authority is able to carry out its mandate and achieve its objectives;
  • Ability to establish and communicate short and long-range objectives for the future of the Windsor-Detroit Bridge Authority;
  • Ability to analyze complex issues and develop strategies to enable the Windsor-Detroit Bridge Authority to optimize its human, financial and material resources;
  • Ability to effectively develop, with Canadian and U.S. federal, provincial, state and municipal governments as well as the Windsor-Detroit Bridge Authority’s stakeholders, the relationships required to construct the Gordie Howe International Bridge and to promote continued cross-border transportation and economic networks; and
  • Superior communication skills, both oral and written, and the ability to manage communications with a variety of stakeholders.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

  • You reside in or are willing to relocate to Windsor, Ontario, or the County of Essex, Ontario, or to a location within reasonable commuting distance.
  • You must devote the whole of your time to the performance of your duties, and shall not accept or hold any office inconsistent with your duties and functions.
