The overarching goal of the Minister of Veterans Affairs and Associate Minister of National Defence is to ensure that the government lives up to its sacred obligation to veterans and their families.
The Government of Canada is currently seeking applications from diverse and talented Canadians from across the country who are interested in the following positions:
Chairperson (full-time position)
Deputy Chairperson (full-time position)
Veterans Review and Appeal Board
The Veterans Review and Appeal Board is an independent administrative tribunal with quasi-judicial powers that provides two levels of appeal for disability benefits decisions made by Veterans Affairs Canada. The mission of the Board is to provide timely, respectful hearings and fair, plain-language decisions to Veterans, and members of the Canadian Armed Forces and Royal Canadian Mounted Police, and their families.
The Chairperson is the chief executive officer of the Board and accountable to Parliament through the Minister of Veterans Affairs and Associate Minister of National Defence. The Chairperson is responsible for the supervision and direction of the work and personnel of the Board comprising some 80 staff and 25 full-time members dealing with more than 3,000 cases annually. The Chairperson provides leadership and guidance on the organization and conduct of fair, non-adversarial and expeditious hearings in accordance with legislation, jurisprudence and legal principles, including natural justice.
The Deputy Chairperson supports the Chairperson in carrying out the Board’s mandate by providing leadership in workload management, performance management and professional development for the Board’s membership. If the Chairperson is absent or unable to act, or the office of the Chairperson is vacant, the Deputy Chairperson shall act as Chairperson.
As permanent members of the Board, the Chairperson and Deputy Chairperson of the Veterans Review and Appeal Board also function as independent, administrative tribunal decision-makers, mandated to provide fair and impartial quasi-judicial hearings and decisions of reviews and appeals for disability compensation decisions made by Veterans Affairs Canada. They conduct hearings in 23 locations across Canada, and make decisions for War Veterans Allowance appeals and applications for Compassionate Awards.
The Chairperson and Deputy Chairperson operate in a high-volume and fast paced work environment focused on respectful hearings and quality decisions written in plain language to ensure veterans and others receive the benefits they are entitled to under the law.

Position Location: Charlottetown, Prince Edward Island (statutory)
Salary range (Chairperson): $174,700 to $205,500 (GCQ-6 )
Salary range (Deputy Chairperson): $124,000 to $146,200 (GCQ-4)

Education and Experience
- Candidates interested in being considered for the Chairperson and/or Deputy Chairperson position must have:
- A degree from a recognized university in a relevant field of study, or an acceptable combination of education, job-related training and/or experience;
- Experience in the interpretation and application of legislation within the context of an administrative proceeding;
- Experience in rendering decisions or in presenting cases before an administrative tribunal; and
- Significant management experience in a private or public sector organization, including the management of financial and human resources.
- The following would be considered an asset for candidates interested in being considered for the Deputy Chairperson position:
- Experience working in a complex organization or in the operation and conduct of an adjudicative tribunal, agency or equivalent.
- The following would be considered an asset for candidates interested in being considered for the Chairperson position:
- Experience in the management of a complex organization, or in the operation and conduct of an adjudicative tribunal, agency or equivalent.
- The following would be considered assets for candidates interested in being considered for either or both positions:
- Experience working as part of the Canadian Armed Forces;
- Experience in matters related to Veterans; and
- Experience working in a medical, policing or legal field.
Knowledge, Skills and Abilities
- Candidates interested in being considered for the Chairperson and/or Deputy Chairperson position must have:
- Knowledge of the operations of government, including those related to sound management principles, accountability and transparency;
- Knowledge of the mandate and activities of the Veterans Review and Appeal Board, including the legislative framework within which it operates;
- Knowledge of the issues and priorities of Veterans, the Canadian Armed Forces, the Royal Canadian Mounted Police, and their families, particularly as they relate to disability compensation;
- Knowledge of sound governance principles, including assigning work, monitoring and evaluating performance, approving travel, and recommending leave;
- Ability to interpret relevant statutes, regulations and policies and analyze complex situations in order to make equitable decisions and recommendations, while anticipating their short- and long-term consequences;
- Ability to work collaboratively, to function effectively under pressure, and to foster a collegial and non-adversarial setting;
- Excellent leadership and managerial skills, including the ability to manage significant change and conflicting priorities;
- Ability to motivate members and staff, and to ensure that the Veterans Review and Appeal Board adheres to the highest standards of accountability; and
- Superior communications skills, both written and oral.
Language Requirements
Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment
In your application, it will be important that you confirm you meet the following requirements:
- In fulfilling either role, you must perform your duties as prescribed by the Veterans Review and Appeal Board Act on a full-time basis, and may not hold any office or engage in any occupation inconsistent with those duties (statutory).
- You must reside in or be willing and able to relocate to Charlottetown, Prince Edward Island, or to a location within a reasonable commuting distance (statutory).
- You must be willing to travel frequently across Canada at least three of four weeks per month.
