The overarching goal of the Minister of Public Safety and Emergency Preparedness is to lead the government's work in ensuring that we are keeping Canadians safe, and safeguarding Canadians’ rights and freedoms in an open, inclusive, and democratic society.

Parole Board of Canada
The Parole Board of Canada is an independent administrative tribunal. The Parole Board of Canada makes conditional release decisions for offenders sentenced to federal penitentiaries and for offenders serving sentences of less than two years in provinces and territories that do not have their own parole boards. The Parole Board of Canada is also responsible for making record suspension decisions under the Criminal Records Act and recommendations for the exercise of clemency through the Royal Prerogative of Mercy.
The Regional Vice-Chairpersons and the Vice-Chairperson of the Appeal Division of the Parole Board of Canada are full-time members of the Board. The Vice-Chairpersons provide effective leadership, and ensure the provision of professional conduct, training, and quality decision-making of Board members assigned to the region/division.

Salary Range: $142,800 - $168,000 (GCQ-5)

- Prairies Region (Manitoba, Saskatchewan, Alberta, Northwest Territories) (Regional offices in Saskatoon, Saskatchewan and Edmonton, Alberta)
- Pacific Region (Regional office in Abbotsford, British Columbia)

To be considered for one of these positions, please provide examples from your career that clearly demonstrate how you meet the following requirements in your application:
Education and Experience
- A degree from a recognized university in one of the disciplines comprising the social sciences (law, criminology, social work, psychology, sociology, etc.), or an acceptable combination of relevant education, job-related training and/or experience;
- A significant management experience in a private or public sector organization, including managing human resources;
- A significant professional experience in at least one of the following fields:
- Experience in the interpretation and application of legislation, regulations, government policies, and directives; and/or
- Experience as a Board member or decision-maker in an adjudicative tribunal, agency, or an equivalent.
- Experience working with the Parole Board of Canada would be considered an asset.
If you are selected for a written test and an interview, the following criteria will be assessed:
Knowledge, Skills and Abilities
- Knowledge of the mandate and roles and responsibilities of the Parole Board of Canada;
- Knowledge of the Corrections and Conditional Release Act and the Criminal Records Act and their interpretation and application related to conditional release;
- Knowledge of the criminal justice system and of the purpose and principles of conditional release;
- Knowledge of the societal issues affecting the criminal justice environment including those relating to: gender, Indigenous Canadians, and visible minority issues;
- Knowledge of administrative law, the principles of natural justice and the rules and practices followed by adjudicative tribunals in Canada;
- Strong leadership and management skills;
- Ability to interpret the provisions of various statutes, regulations, policies and other documents in an adjudicative context, and to assess the relevance of precedents in order to render decisions that are fair and equitable;
- Ability to conduct annual performance assessments; and
- Superior communication skills, both written and oral, and the ability to act as a spokesperson in dealing with the media, public institutions, governments, and other organizations.
Language Requirements
Proficiency in both official languages would be preferred. Some positions require fluency in English or French, and some positions require proficiency in both English and French.

Eligibility Factors and Conditions of Employment
In your application, it will be important that you confirm you meet the following requirements:
- Members appointed to the Board shall be sufficiently diverse in their backgrounds to be able to collectively represent community values and views in the work of the Board and to inform the community with respect to unescorted temporary absence, parole and statutory release (statutory).
- Members must be willing to relocate to the area of employment, or to a location within a reasonable commuting distance.
- Members must be willing to travel outside the immediate area of the regional office to which they are appointed, and be away from home overnight frequently, to conduct hearings in federal and provincial institutions.
- Members must possess a valid driver’s licence, or a personal means of transportation to penitentiaries throughout the region, some of which are in rural and remote locations.
- Preference will be given to applicants who reside in the region for which they have applied.

You will be subject to the Conflict of Interest Act. Public office holders appointed on a full-time basis must submit to the Office of the Conflict of Interest and Ethics Commissioner, within 60 days of appointment, a confidential report in which they disclose all of their assets, liabilities and outside activities.
