The Government of Canada is currently seeking applications from diverse and talented Canadians from across the country who are interested in the following position:
Vice-Chairperson (full-time position)
Canadian Transportation Agency
Headquartered in the National Capital Region, Canada, the Canadian Transportation Agency administers and applies certain federal transportation legislation as an independent, quasi-judicial decision-maker and regulator on air, federal rail and marine, and, in the case of accessibility, extra-provincial bus matters. The Canadian Transportation Agency has three broad mandates:
- Helping to ensure that the national transportation system runs efficiently and smoothly in the interests of all Canadians: those who work and invest in it; the producers, shippers, travelers and businesses who rely on it; and the communities where it operates;
- Protecting the human rights of persons with disabilities to an accessible transportation network; and
- Providing consumer protection for air passengers.
To help advance these mandates, the Canadian Transportation Agency uses three tools:
- Rule-making: The Canadian Transportation Agency develops and applies ground rules that establish the rights and responsibilities of transportation service providers and users and that level the playing field among competitors. These rules can take the form of binding regulations or less formal guidelines, codes of practice or interpretation notes.
- Dispute resolution: The Canadian Transportation Agency resolves disputes that arise between transportation providers on the one hand, and their clients and neighbours on the other, using a range of tools from facilitation and mediation to arbitration and adjudication.
- Information provision: The Canadian Transportation Agency provides information on the transportation system, the rights and responsibilities of transportation providers and users, and the Canadian Transportation Agency 's legislation and services.
As independent decision-makers, Members of the Canadian Transportation Agency, including the Vice-Chairperson, are assigned in Panels by the Chairperson to make decisions, orders and determinations related to dispute and regulatory applications. Although most formal dispute adjudications and regulatory determinations are processed through written hearings, oral hearings may be held. Members of the Agency may also be appointed to act as arbitrators in rail level of service arbitrations and as mediators in a wide variety of transportation-related disputes.

Salary range: $200,900 to $236,300 (GCQ-7)

Education and Experience
- A degree from a recognized university in the field of transportation, economics, law, public administration, business administration, or commerce, or an acceptable combination of relevant education, job-related training and/or experience;
- Experience in the interpretation and application of laws, regulations, guidelines and procedures;
- Experience in one of the federal transportation sectors (air, rail, or marine);
- Experience in gathering and assessing complex and sensitive information and making decisions and recommendations at a senior level in public or private sector organizations;
- Experience providing organizational leadership and managing at the senior executive level in private or public sector organizations with multiple mandates;
- Experience dealing with senior government officials;
- Experience developing and maintaining successful relationships and partnerships with internal colleagues and external stakeholders;
- Experience in matters related to accessibility for persons with disabilities, or in the area of consumer protection would be considered an asset; and
- Experience working in administrative law or with a quasi-judicial tribunal would be considered an asset.
If you are selected for an interview, the following criteria will be assessed:
Knowledge, Skills and Abilities
- Knowledge of the mandate, mission and activities of the Canadian Transportation Agency, as well as the legislative framework within which it operates;
- Knowledge of one or more of the air sector, the rail sector, the marine sector, accessibility and disability issues, major shipper sectors and issues, and consumer protection, including current trends, issues and developments in Canada;
- Knowledge of adjudicative practices and processes, arbitration practices and processes, as well as the principles of administrative law and natural justice;
- Knowledge of the operations of government, including management practices and policies;
- Financial literacy and knowledge of federal government financial planning and reporting processes;
- Superior oral and written communication skills, with the ability to write clear and concise reports, analyses and decisions;
- Ability to interpret and apply the provisions of relevant statutes, regulations, policies, and other documents in a decision-making environment;
- Ability to analyze differing opinions and complex technical information, as well as to synthesize key information, to make informed, impartial, fair, well-reasoned and timely decisions, while anticipating their short- and long-term consequences, in a rapidly evolving environment;
- Ability to develop effective and respectful working relationships, work efficiently and effectively with staff and other Members, foster debate and build consensus in a respectful manner; and
- Ability to manage multiple and conflicting priorities.
Language Requirements
Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment
In your application, it will be important that you confirm you meet the following requirements:
- You must not, directly or indirectly, as owner, shareholder, director, officer, partner or otherwise, be engaged in a transportation undertaking or business; nor have an interest in a transportation undertaking or business, or an interest in the manufacture or distribution of transportation plant or equipment, unless the distribution is merely incidental to the general merchandising of goods (statutory).
- You must reside in or be willing to relocate to the National Capital Region, or to a location within a reasonable commuting distance (statutory).
- You must be a Canadian citizen or permanent resident within the meaning of the Immigration and Refugee Protection Act (statutory).
- You must indicate if you are interested in having your name retained on a roster of Temporary Members.

You will be subject to the Conflict of Interest Act.
