The overarching goal of the Minister of National Defence is to ensure that the Canadian Armed Forces are equipped and prepared, if called upon, to protect Canadian sovereignty, defend North America, provide disaster relief, conduct search and rescue, support United Nations peace operations, and contribute to the security of our allies and to allied and coalition operations abroad.

Military Police Complaints Commission

The Military Police Complaints Commission is a federal quasi-judicial body, established by the Parliament of Canada under the National Defence Act. Independent from the Department of National Defence and the Canadian Armed Forces, it was created to review and investigate complaints concerning the Military Police with objectivity and fairness.

Members of the Military Police Complaints Commission are responsible for reviewing and investigating complaints about the conduct of Military Police members in the performance of their policing duties or functions, and complaints by Military Police members about improper interference in their investigations, and for preparing reports with findings and recommendations in respect of such complaints. Members may also be designated by the Chairperson to conduct public hearings into complaints, either individually or as part of a panel. Members may also be assigned other duties related to the functioning of the Military Police Complaints Commission, by the Chairperson, including participation in the Military Police Complaints Commission's outreach program, and acting for the Chairperson during absences.

Per diem: $540 - $635 (GCQ-3)

Position Location: Military Police Complaints Commission offices are located in the National Capital Region; however, Members appointed on a part-time basis may telework to some extent from other locales provided suitable arrangements for the handling of sensitive information can be made. A certain amount of travel to the National Capital Region and to other locations in Canada will nevertheless be required.

To be considered for one of these positions, please provide examples from your career that clearly demonstrate how you meet the following requirements in your application:

Education and Experience

  • A degree from a recognized university in a relevant field of study, or a combination of education, job-related training and/or experience;
  • Experience in conducting complex analysis;
  • Experience in one or more of the following areas: policing, police governance, police oversight, law of policing, criminal law or administrative law;
  • Experience in conducting or overseeing investigations or studies would be an asset;
  • Experience with administrative or quasi-judicial investigations or hearings would be an asset; and
  • Experience in the interpretation and application of legislation, regulations and directives would be an asset.

If you are selected for a written test and an interview, the following criteria will be assessed:

Knowledge, Skills and Abilities

  • Knowledge of the application of criminal law;
  • Knowledge of police ethics and civilian oversight of police forces;
  • Knowledge of procedures and principles applicable to the conduct of administrative investigations and quasi-judicial hearings;
  • Knowledge of the mandate, complaints process and organizational structure of the Military Police Complaints Commission, as well as the National Defence Act, the Canadian Charter of Rights and Freedoms and other relevant legislation;
  • Knowledge of the Canadian Armed Forces, the Military Police and the Department of National Defence, including their respective mandates and organizational structures;
  • Ability to analyze contradictory information and evidence from various sources;
  • Ability to interpret relevant statutes, regulations and policies, and analyse complex situations in order to make equitable and timely decisions and recommendation while anticipating their short and long term consequences; and
  • Ability to write complex quasi-judicial reports.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

  • Part-time members may not accept or hold any office or employment during their term of office that is inconsistent with their duties (statutory).
  • An officer, a non-commissioned member, or an employee of the Department of National Defence is not eligible to be a member of the Complaints Commission (statutory).
  • Flexibility and availability to work as required.
