Commissioner for Workers (full-time position)

Canada Employment Insurance Commission

The Canada Employment Insurance Commission plays a leadership role, with Employment and Social Development Canada, in overseeing the Employment Insurance program. For almost 75 years, this tripartite organization has included commissioners representing workers, employers and the Government of Canada.

The Commissioner for Workers is responsible for representing the views and positions of organizations and individuals that are clients of, or affected by, Employment and Social Development Canada programs and services, particularly Employment Insurance. By consulting stakeholders, the Commissioner is able to convey their concerns and positions regarding administration of legislation, policy development and program delivery.

Salary Range: $124,300 - $146,200 (GCQ-4)

Position Location: National Capital Region

Education and Experience

  • A degree from a recognized university in a relevant field of study, or an acceptable combination of education, job-related training and/or experience;
  • Executive-level management experience in a private or public sector organization, including the management of financial and human resources;
  • Experience in developing, maintaining and managing successful stakeholder relationships and complex partnerships;
  • Experience in the labour movement, such as with labour organizations or organizations of the unemployed;
  • Experience working with senior-level government officials, stakeholders and the labour community;
  • Demonstrated experience in decision-making and providing advice, with respect to sensitive and complex issues; and
  • Experience in the interpretation and application of legislation, government policies and directives in a quasi-judicial environment would be considered an asset.

If you are selected for an interview, the following criteria will be assessed:

Knowledge, Skills and Abilities

  • Knowledge of the Employment Insurance Act, and the Canada Employment Insurance Commission’s mandate, its legislative framework and activities;
  • Knowledge of the issues and concerns faced by workers in the private and the public sector;
  • Knowledge of the Canadian labour market and labour market policies;
  • Knowledge of the public policy environment, processes and best practices;
  • Knowledge of the operations of the federal government, including those related to sound management principles, accountability and transparency would be considered an asset;
  • Ability to establish and maintain consultative and working relationships with a wide variety of worker organizations and representatives;
  • Ability to represent the interests of persons in the labour market at, for example, Canada Employment Insurance Commission meetings and informal discussions concerning the development and implementation of regulations, policies and programs affecting the administration and delivery of employment insurance programs and services;
  • Ability to analyze legislative policy, program and service delivery proposals to determine the impact the proposals will have upon the worker community in Canada; and
  • Superior communication skills, both oral and written, and the ability to manage communications with a variety of stakeholders.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

In your application, it will be important that you confirm you meet the following requirements:

  • You must devote the whole of your time to the performance of the duties and functions of the Office of Commissioner, and must not accept or hold any office or employment or carry on any activity inconsistent with those duties and functions (statutory).
  • You must be willing to relocate to the National Capital Region, or to a location within a reasonable commuting distance.
  • You must be willing to travel for extended periods of time across Canada to meet with constituents, interest groups and departmental staff. Travel can consume approximately 35% of the available work time.
