Members (part-time positions)

Canada-Nova Scotia Offshore Petroleum Board

Opportunities exist for part-time board members at the Canada-Nova Scotia Offshore Petroleum Board. The Canada-Nova Scotia Offshore Petroleum Board is an independent joint agency of the Government of Canada and the Government of Nova Scotia responsible for the regulation of oil and gas activities in the Canada-Nova Scotia offshore area. The board’s mandate is to apply the provisions of federal-provincial Accord Act legislation governing offshore oil and gas activities. The principal role of board members is to make independent decisions in the Canadian public interest in the area of offshore petroleum regulation.

In the implementation of its mandate, the role of the Canada-Nova Scotia Offshore Petroleum Board is to oversee the exploration for and development of hydrocarbon resources in the Canada-Nova Scotia offshore area in a manner that conforms to the principles of: worker safety; environmental protection and safety; effective management of land tenure; maximum hydrocarbon recovery and value; and Canada-Nova Scotia benefits. While the legislation does not prioritize these mandates, worker safety and environmental protection are paramount in all board decisions.

The board consists of a chairperson and four part-time members, each appointed for a period of six years. Members spend 25 to 50 days each year on board matters. Meetings to take place in Halifax, Nova Scotia.

Per diem: $200 - $300

Annual retainer: $3,600 - $5,000

Official Languages and Diversity

To be considered for one of these positions, please provide examples from your career that clearly demonstrate how you meet the following requirements in your application:

Education and Experience

  • A degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training, and/or experience;
  • A degree in engineering, environmental science, oceans / fisheries management, public administration, communications, finance or law would be considered an asset;
  • Experience in the development of strategies, objectives, plans, best practices, and in corporate governance;
  • Experience with the development or application of legislative and regulatory frameworks, or policies;
  • Experience with environmental protection and safety;
  • Experience building relationships, promoting partnerships and working with government, Indigenous groups, communities, industry or other stakeholder groups in Canada; and
  • Experience in any of the following would be considered an asset:
    1. Experience in the oil and gas sector, fisheries management, or Indigenous affairs in Nova Scotia; or
    2. Experience working with or serving on a board, or in offshore petroleum-related activities.

If you are selected for an interview, the following criteria will be assessed:

Knowledge, Skills and Abilities

  • Knowledge of the mandate and activities of the Canada-Nova Scotia Offshore Petroleum Board, and the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Acts;
  • Knowledge of offshore oil and gas activities in the Canada-Nova Scotia offshore area, and the structure and operation of the international petroleum industry and Canada’s position in an international context;
  • Knowledge of current and emerging issues related to offshore oil and gas exploration and/or development;
  • Knowledge of strategic corporate planning, monitoring and evaluation of corporate performance;
  • Knowledge of the operations and challenges of working with both the federal and provincial governments;
  • Ability to reconcile divergent stakeholder positions, taking into account associated economic, social and environmental implications, including domestic and international obligations;
  • Ability to anticipate emerging issues and develop strategies to enable the board to seize opportunities and solve problems;
  • Ability to discuss, foster debate among board members, facilitate consensus and to manage conflicts, should they arise would be considered an asset;
  • Ability to work effectively with senior industry, provincial and federal governments, and non-government officials; and
  • Superior communication skills, both written and oral.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

In your application, it will be important that you confirm you meet the following requirements:

  • You must be willing to travel to Halifax, Nova Scotia for board and committee meetings, five to six times per year, plus be available for teleconference calls from time to time.
  • You must be prepared to travel occasionally to represent the Canada-Nova Scotia Offshore Petroleum Board.

All members of the Board shall be subject to conflict of interest guidelines established jointly by the Federal Minister and Provincial Minister and are not subject to any conflict of interest guidelines established by the Federal Government.
