The Correctional Service Canada is the federal government agency responsible for administering sentences of a term of two years or more, as imposed by the court. The Correctional Service Canada is responsible for managing institutions of various security levels and supervising offenders under conditional release in the community.

As Commissioner, you will oversee Canada’s correctional facilities, including:

  • the care and custody of inmates, including their health and mental health care;
  • the provision of programs that contribute to the rehabilitation of offenders and to their successful reintegration into the community;
  • the preparation of inmates for release;
  • parole, statutory release supervision and long-term supervision of offenders;
  • maintaining a program of public education about the operations of the Service; and
  • providing services for victims of federal offenders.

In your role as Commissioner, you will work in collaboration with other senior public leaders in the public safety and emergency preparedness portfolio, and with leaders across Canada and around the world in a professional and non-partisan manner. You will lead a dynamic team to fulfil the important responsibilities of this position.

Education and Experience

  • A degree from a recognized university in a relevant field of study such as law, sociology, public administration, criminology, or psychology, or an acceptable combination of equivalent education, training and/or experience;
  • Senior executive level management experience, including the management of human and financial resources;
  • Experience in promoting the importance of a healthy workplace;
  • Experience in representing an organization, and communicating and consulting at a senior level with a broad range of private and public sector stakeholders, policy and decision-makers, as well as the media;
  • Experience managing labour relations and working with unions in a complex and challenging environment;
  • Experience working in a correctional facility, within the criminal justice system, or in a field providing services or programs to inmates would be considered an asset;
  • Experience working with diverse inmate populations (for example, women or Indigenous offenders) would be considered an asset; and
  • Experience working with vulnerable persons or groups would be considered an asset.

Knowledge, Skills and Abilities

  • Knowledge of legislative and policy frameworks and legal principles governing corrections and the criminal justice system in Canada;
  • Knowledge of the mandate, role and responsibilities of organizations involved in public safety and criminal justice in Canada;
  • Knowledge of the challenges facing the Correctional Service Canada, including the rehabilitation of offenders, health and mental health care, Indigenous offenders, deaths in custody, and strengthening community corrections;
  • Knowledge of the role of the Commissioner and their relationship within the public safety and emergency preparedness portfolio of federal departments and agencies, and with the Government;
  • Knowledge of practices, principles, and policies underlying interactions between federal government institutions and the private sector;
  • Knowledge of labour relation practices and managing interactions with employee representatives;
  • Superior communication skills, both written and oral, and ability to represent the Correctional Service Canada with employees, the public, governments, and other organizations, including public safety and criminal justice bodies in Canada and internationally;
  • Ability to lead and manage a public sector organization, and to define its strategies and objectives;
  • Ability to lead in emergency situations, including life-threatening situations;
  • Ability to innovate, identify modern solutions and opportunities, and implement culture change; and
  • Ability to analyze differing opinions and complex situations with a view to identifying appropriate courses of action and understanding the impact of decisions.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

  • You must reside in or be willing and able to relocate to the National Capital Region, or to a location within a reasonable commuting distance (statutory).
  • You must be willing to travel across Canada and internationally.
  • Appointees must comply with the Ethical and Political Activity Guidelines for Public Office Holders throughout their appointment as a term and condition of employment. The guidelines are available on the Governor in Council Appointments website, under Forms and reference material.
  • All appointees will be subject to the Conflict of Interest Act. Public office holders appointed on a full-time basis must also submit to the Office of the Conflict of Interest and Ethics Commissioner, within 60 days of appointment, a confidential report in which they disclose all of their assets, liabilities and outside activities.
