Vice-Chairperson (Broadcasting) (full-time position)

Canadian Radio-television and Telecommunications Commission

The Canadian Radio-television and Telecommunications is an administrative tribunal, established under the Canadian Radio-television and Telecommunications Commission Act, that regulates and supervises Canadian broadcasting and telecommunications in the public interest, as well as enhances the privacy and safety of Canadians. In addition, the Canadian Radio-Television and Telecommunications Commission has responsibilities under Canada’s anti-spam legislation, which addresses the sending of commercial electronic messages (e.g., spam), among other things. The Canadian Radio-Television and Telecommunications Commission’s role is thus to maintain a delicate balance “in the public interest” between the cultural, social and economic goals of the legislation on broadcasting and telecommunications. The Canadian Radio-Television and Telecommunications Commission is accountable for its activities to Parliament through the Minister of Canadian Heritage.

With the exception of decision-making responsibilities, the Vice-Chairperson reports to the Chairperson. The incumbent is responsible for assisting the Chairperson in providing effective leadership to the Commission, assuming responsibility for broadcasting issues, and for providing support to the management of the administrative tribunal.

Salary Range: $200,900 - $236,300

Education and Experience

  • A degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or experience;
  • Extensive experience in providing organizational direction and leadership;
  • Proven senior level decision-making experience with respect to sensitive and complex issues;
  • Experience in developing, maintaining and managing successful stakeholder relationships and partnerships within and outside an organization;
  • Experience with the operation and conduct of an administrative tribunal, an agency or an equivalent would be considered an asset;
  • Experience formulating regulatory policy would also be considered an asset; and
  • Experience in the communications and media sector, such as the distribution of creative and digital content, would also be considered an asset.

If you are selected for an interview, the following criteria will be assessed:

Knowledge, Skills and Abilities

  • Knowledge of the mandate, mission and activities of the Canadian Radio-Television and Telecommunications Commission as well as the legislative framework within which it operates;
  • Knowledge of the regulatory and technological environments in which the broadcasting, telecommunications and digital media sectors operate in Canada and abroad;
  • Understanding of international, social and economic trends; the evolution in the consumption of information and entertainment by diverse audiences; technological evolution related to digital; the supporting environment of national creative content; the role of government in the formulation of public policies; and their links with the legislative mandate of the Canadian Radio-Television and Telecommunications Commission; the role of government in formulating public policy; and how these relate to the Canadian Radio-Television and Telecommunications Commission’s legislative mandate;
  • Knowledge of the practices and procedures involved in conducting a public hearing and the legal principles involved, particularly as they relate to evidence, legal interpretation, procedural fairness, and natural justice would be considered an asset;
  • Knowledge of broad issues related to media convergence would also be considered an asset;
  • Financial literacy and knowledge of the federal government’s expectations with regard to accountability and reporting would also be an asset;
  • Ability to assist the Chairperson in carrying out his/her mandate in accordance with the Canadian Radio-television and Telecommunications Commission Act;
  • Ability to interpret the provisions of various statutes, regulations, policies and other documents;
  • Ability to render fair, equitable and timely decisions and recommendations, while anticipating their short- and long-term consequences, in a rapidly evolving environment;
  • Ability to conduct fair and efficient public hearings and consultations;
  • Ability to develop respectful and effective working relationships and build consensus; and
  • Superior communication skills, both written and oral, and the ability to represent the Canadian Radio-Television and Telecommunications Commission, when required, with a wide range of stakeholder.

Language Requirements

Proficiency in both official languages is essential.

Eligibility Factors and Conditions of Employment

In your application, it will be important that you confirm you meet the following requirements:

  • Pursuant to subsection 5(1) of the Canadian Radio-television and Telecommunications Commission Act, “a person is not eligible to be appointed or to continue as a member of the Commission if the person is not a Canadian citizen ordinarily resident in Canada or if, directly or indirectly, as owner, shareholder, director, officer, partner or otherwise, the person
    1. is engaged in a telecommunications undertaking; or
    2. has any pecuniary or proprietary interest in
      1. a telecommunications undertaking, or
      2. the manufacture or distribution of telecommunication apparatus, except where the distribution is incidental to the general merchandising of goods by wholesale or retail”.
  • You must reside in or be willing to relocate to the National Capital Region or to a location within reasonable commuting distance of the specified area of employment.
  • You must be willing to travel across Canada, as required.
