Canadian Transportation Accident Investigation and Safety Board
The Canadian Transportation Accident Investigation and Safety Board, commonly known as the Transportation Safety Board of Canada, is an independent federal agency established by the Canadian Transportation Accident Investigation and Safety Board Act that reports to Parliament through the President of the Queen’s Privy Council for Canada. The Board performs a key role within the Canadian transportation system by independently investigating accidents in the air, marine, rail and pipeline modes of transportation for the purpose of advancing transportation safety.
The Board, consisting of not more than five members including the Chairperson, makes findings as to causes and contributing factors, identifies safety deficiencies, makes recommendations, and reports publicly on its investigations and findings.
The Chairperson is the chief executive officer of the Board and has exclusive responsibility for managing personnel matters, financial matters and property matters and for all other aspects of the internal management of the Board.
Board Members ensure investigation reports on transportation accidents reflect objective, competent analysis of safety failures in the national transportation system and make recommendations to address deficiencies.

Salary range (Chairperson): $174,700 - $205,500 (GCQ-6)
Salary range (Member, full-time): $124,300 - $146,200 (GCQ-4)
Per diem (Member, part-time): $625 - $730 (GCQ-4)

Education and Experience
- Candidates interested in being considered for the Chairperson and/or Member position(s) must have:
- A degree from a recognized university in a relevant field of study, or an acceptable combination of education, job-related training and/or experience.
- Experience working in the federally regulated transportation industry (i.e., air, marine, rail or pipeline transportation) or in the area of human performance and system safety
- Demonstrated experience in the interpretation and application of legislation in the context of an independent investigative, inquiry or review role
- Experience in policy development in the context of transportation investigations
- Experience developing, maintaining, and managing successful working relationships and
- Decision-making experience, ideally with respect to complex technical issues
- Candidates interested in being considered for the Chairperson position additionally must have:
- Management experience, preferably at the senior executive level, in a public or private sector organization, including managing financial and human resources
- Government or private industry experience in or related to air, marine, rail and/or pipeline transportation
- Experience in leading comprehensive impartial investigations or inquiries

Knowledge, Skills and Abilities
- Candidates interested in being considered for the Chairperson and/or Member positions must have:
- Knowledge of the mandate and mission of the Canadian Transportation Accident Investigation and Safety Board, its strategic priorities, public policy issues, governing legislation (including the Canadian Transportation Accident Investigation and Safety Board Act), and related regulations
- Knowledge and understanding of a least one of the modes of transportation under federal jurisdiction
- Knowledge of human performance and system safety concepts
- Broad understanding of investigative practices and processes and knowledge of the conduct of independent investigations and inquiries, as well as the principles of administrative law and natural justice
- Ability to interpret and apply relevant statutes, regulations, policies and other documents in a decision-making environment
- Ability to analyze complex technical information and synthesize key information
- Ability to think conceptually and strategically
- Superior oral and written communication skills, with the ability to write clear and concise reports, analyses and recommendations
- Candidates interested in being considered for the Chairperson position additionally must have:
- Knowledge of sound governance and management principles and practices
- Ability to mobilize and motivate the organization’s employees to find ways to best advance transportation safety and
- Ability to build and maintain effective and productive relationships and to lead and engage a broad range of stakeholders and partners in important safety issues.
Language Requirements
Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment
In your application, it will be important that you confirm you meet the following requirements:
- If you are appointed to a full-time member position, you must reside in or be willing to relocate to the National Capital Region, or to a location within a reasonable commuting distance (statutory).
- If you are appointed to one of these positions, you shall not, directly or indirectly, as owner, shareholder, director, officer, partner or otherwise, be engaged in a transportation (i.e., air, marine, rail or pipeline) undertaking or business or have an interest in a transportation undertaking or business, or an interest in the manufacture or distribution of transportation plant or equipment, except where the distribution is merely incidental to the general merchandising of goods (statutory).
- If you are appointed to one of these positions, you must be willing to travel frequently throughout Canada.
