Administrator (part-time position)
Ship-source Oil Pollution Fund and Fund for Railway Accidents Involving Designated Goods
The Ship-source Oil Pollution Fund is Canada’s national compensation fund for oil spills from ships and is based in Ottawa, Ontario. The Ship-source Oil Pollution Fund is liable to pay claims for oil pollution damage or anticipated damage at any place in Canada, or in Canadian waters including the exclusive economic zone of Canada, caused by the discharge of oil from a ship. The Ship-source Oil Pollution Fund pays established claims regarding oil spills from all classes of ships, as well as, make Canada’s contributions to the International Oil Pollution Compensation Funds in London, United Kingdom.
The Fund for Railway Accidents Involving Designated Goods is a special purpose account within the Government of Canada’s Consolidated Revenue Fund and is based in Ottawa, Ontario. The Fund for Railway Accidents Involving Designated Goods is financed by a per-tonne levy on the shipment of crude oil by rail. The Fund for Railway Accidents Involving Designated Goods provides additional compensation for accidents involving a federally regulated railway carrying crude oil by covering the remaining costs of accidents with damages that exceed the railway’s insurance coverage.
A single Administrator is cross-appointed to head both the Ship-source Oil Pollution Fund and Fund for Railway Accidents Involving Designated Goods, and is responsible for:
- Maintaining the books, records, systems and practices in a manner that provides reasonable assurance that the assets of the Ship-source Oil Pollution Fund and Fund for Railway Accidents Involving Designated Goods are safeguarded and controlled;
- Ensuring the transactions of the Ship-source Oil Pollution Fund and Fund for Railway Accidents Involving Designated Goods, including the assessment and payment of claims and the recovery of payment from liable parties in the event of an accident are conducted in accordance with the Marine Liability Act/Canada Transportation Act;
- Guaranteeing the financial, human and physical resources of the Ship-source Oil Pollution Fund and Fund for Railway Accidents Involving Designated Goods are managed efficiently and effectively;
- Preparing reports on the Ship-source Oil Pollution Fund and Fund for Railway Accidents Involving Designated Goods as required by legislation, e.g., an Annual Report; and
- Supporting the work of the Canadian delegation to the International Oil Pollution Compensation Fund while participating as a member of the delegation.

Education and Experience
- A degree from a recognized university in a relevant field of study, or an acceptable combination of equivalent education, job-related training experience;
- Managerial experience at the executive level in a private or public sector organization;
- Experience in managing human and financial resources;
- Experience in the transportation or public policy sectors or business community (preferably marine or rail);
- Experience in one or more of the following areas: marine or rail transportation; public relations; law; communications; community relations; stakeholder engagement; or public policy;
- Experience in maritime shipping and insurance would be considered an asset; and
- Experience in the conduct of independent investigations or inquiries, in a decision-making environment, would be considered an asset.

Knowledge, Skills and Abilities
- Knowledge of the mandate and objectives of the Ship-source Oil Pollution Fund and the Fund for Railway Accidents Involving Designated Goods, as well as the federal laws, regulations and policies affecting the Funds and their activities;
- Knowledge of corporate governance and best practices;
- Knowledge of human resources management;
- Knowledge of Canadian legislation, regulations, and international conventions on marine transportation;
- Knowledge of Canadian legislation and regulations on rail transportation;
- Knowledge of the structure and operations of the federal government;
- Ability to review and analyse complex technical information and think strategically; and
- Superior communication skills, both written and oral.
Language Proficiency
Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

- You shall not, while holding office, accept or hold any office or employment inconsistent with your duties and functions (statutory).
- You must reside in or be willing and able to relocate to the National Capital Region, or to a location within a reasonable commuting distance
- You must be willing to travel regularly within Canada and abroad.
