Chairperson (part-time position)

Canadian Centre on Substance Abuse

The Canadian Centre on Substance Abuse is an arm’s length, not-for-profit, non-governmental organization. The Canadian Centre on Substance Abuse has a legislative mandate to provide national leadership in reducing the harms associated with alcohol and other drugs. Its main purpose is to increase national awareness on matters related to alcohol and other drugs, and to promote evidence-based tools and resources nationally and internationally.

The Canadian Centre on Substance Abuse is governed by a volunteer Board of Directors that meets three to four times a year. The Board is composed of 13 members. The Chairperson and four Directors are appointed by the Governor in Council. Other Directors, known as members-at-large, are recruited from a number of sectors including the business community, labour groups, and professional and voluntary organizations. The Canadian Centre on Substance Abuse reports annually to Parliament and the provincial and territorial legislatures.

The Chairperson is responsible for leading the Board of Directors, providing leadership and governance for the organization, assisting in strategic planning and developing policies and procedures to help the organization fulfill its mandate. The Canadian Centre on Substance Abuse helps to inform substance abuse and addictions policy and practice within Canada, provides national leadership to respond to emerging issues and produces evidence-based information to address substance abuse and addictions in Canada.

Education and Experience

  • A degree from a recognized university and/or a combination of education and experience related to the field of substance abuse and/or addictions field;
  • Demonstrated experience in providing leadership to an organization/Board of Directors;
  • Experience leading strategic planning initiatives for an organization and successfully leading a Board of Directors to achieve its identified priorities; and
  • Experience in representing an organization to various levels of government, stakeholders, and the media.

If you are selected for an interview, the following criteria will be assessed:

Knowledge, Skills and Abilities

  • Knowledge of the Canadian Centre on Substance Abuse’s mandate and activities, including knowledge of the Canadian Centre on Substance Abuse Act;
  • Knowledge of the roles and responsibilities of the Chairperson and the board of directors;
  • Knowledge of the principles of sound governance, strategic planning, monitoring and evaluation of performance;
  • Ability to anticipate emerging issues and develop strategies to enable the Board to seize opportunities and solve problems;
  • Ability to participate in the deliberation of issues impacting Canadian Centre on Substance Abuse’s strategic direction;
  • Ability to develop and maintain effective relationships with internal and external stakeholders, including senior government officials;
  • Effective communication and collaboration skills to work with a broad range of stakeholders to maintain and strengthen Canadian Centre on Substance Abuse's contribution to addressing substance abuse and addictions issues in Canada;
  • Superior communication skills, both written and oral, including the ability to develop and maintain effective relationships with senior government officials and with organizations on a national and international level;
  • Ability to bring together a diverse range of stakeholders, reconcile conflicting views, and work toward an outcome or solution that has broad acceptance by the field; and
  • Ability to reinforce Canadian Centre on Substance Abuse’s public image and reputation.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

In your application, it will be important that you confirm you meet the following requirements:

  • You must be prepared to attend regular meetings in the National Capital Region with the Chief Executive Officer of the Canadian Centre on Substance Abuse, government officials, partners and industry stakeholders and community groups and attend three in-person Board meetings per year, as well as several teleconference meetings of the Board committees.
  • You must also be willing to travel regularly within Canada and abroad.
