Parole Board of Canada

The Parole Board of Canada is an independent administrative tribunal. The Parole Board of Canada makes conditional release decisions for offenders sentenced to federal penitentiaries and for offenders serving sentences of less than two years in provinces and territories that do not have their own parole boards. The Parole Board of Canada is also responsible for making record suspension decisions under the Criminal Records Act and recommendations for the exercise of clemency through the Royal Prerogative of Mercy.

The Chairperson of the Parole Board of Canada is a full-time member of the Board and its chief executive officer. The Chairperson directs the Parole Board of Canada's program delivery in keeping with government plans and priorities, reports to Parliament through the Minister of Public Safety and Emergency Preparedness on the fulfillment of the Board's mandate, and is accountable for the effectiveness and efficiency of Parole Board of Canada policy and operations.

Salary Range: $230,800 - $271,500 (GCQ-8)

Position Location: National Capital Region

To be considered for this position, please provide examples from your career that clearly demonstrate how you meet the following requirements in your application:

Education and Experience

  • A degree from a recognized university in one of the disciplines comprising the social sciences (law, criminology, social work, psychology, sociology, etc.), or an acceptable combination of relevant education, job-related training and/or experience;
  • A vast management experience in a private or public sector organization, including managing human resources;
  • A vast experience in at least one of the following fields:
    • Experience in the interpretation and application of legislation, regulations, government policies, and directives in an adjudicative environment; and/or
    • Experience as a Board member or decision-maker in an adjudicative tribunal, agency, or an equivalent.
  • Experience in the operation and conduct of a quasi-judicial tribunal, an agency, or equivalent;
  • Experience in the development of policies and performance standards, and operational procedures; and
  • Experience working with the Parole Board of Canada would be considered an asset.

If you are selected for a written test and an interview, the following criteria will be assessed:

Knowledge, Skills and Abilities

  • Knowledge of the mandate and roles and responsibilities of the Parole Board of Canada;
  • Knowledge of the Corrections and Conditional Release Act and the Criminal Records Act, and their interpretation and application related to conditional release;
  • Knowledge of the criminal justice system, as well as of the purpose and principles of conditional release;
  • Knowledge of the societal issues affecting the criminal justice environment including gender, Indigenous Canadians. and visible minorities;
  • Knowledge of administrative law, the principles of natural justice, and the rules and practices followed by adjudicative tribunals in Canada;
  • Strong leadership and management skills;
  • Ability to interpret the provisions of various statutes, regulations, policies, and other documents in an adjudicative context, and to assess the relevance of precedents in order to render decisions that are fair and equitable;
  • Superior communication skills, both written and oral, and the ability to act as a spokesperson in dealing with the media, public institutions, governments, and other organizations;
  • Ability to provide vision and leadership to ensure the organization carries out its mandate;
  • Ability to oversee the establishment and implementation of organizational standards of performance, productivity, efficiency, and quality in decision-making; and
  • Ability to deal with provincial and territorial governments and various organizations with an interest in criminal justice.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

In your application, it will be important that you confirm you meet the following requirements:

  • Members appointed to the Board shall be sufficiently diverse in their backgrounds to be able to collectively represent community values and views in the work of the Board and to inform the community with respect to unescorted temporary absence, parole and statutory release (statutory).
  • Members must be willing to relocate to the National Capital Region or to a location within a reasonable commuting distance.
  • Members must be willing to travel occasionally throughout Canada.
