Member (part-time position)
Canada-Newfoundland and Labrador Offshore Petroleum Board
An opportunity exists for a part-time board member position at the Canada-Newfoundland and Labrador Offshore Petroleum Board. The Canada-Newfoundland and Labrador Offshore Petroleum Board is an independent joint agency of the Government of Canada and the Government of Newfoundland and Labrador responsible for the regulation, exploration and development of oil and gas activities in the Canada-Newfoundland and Labrador offshore area.
The main role of board members is to make independent decisions by interpreting and applying the provisions of the Atlantic Accord and the Canada-Newfoundland and Labrador Atlantic Accord Implementation Acts. The decisions also take into account the public interest in the area of offshore petroleum regulation while also adhering to the principles of worker safety; environmental protection and safety; effective management of land tenure; maximum hydrocarbon recovery and value; and Canada-Newfoundland and Labrador benefits.
The board consists of a chairperson and six part-time members, each appointed for a period of six years. On average, part-time members receive 45 to 70 days of compensation per year relating to board meetings, committee work or special projects. All meetings/work of the board are conducted in St. John’s.

Per diem: $200 - $300
Annual retainer: $3,600 - $5,000

Education and Experience
- A degree from a recognized university in a relevant field of study, or an acceptable combination of education, job-related training, and/or experience;
- A degree in economics, engineering, environmental science, finance or law would be considered an asset;
- Experience in the development of strategies, objectives, plans, best practices, and in corporate governance;
- Experience with the development or application of legislative and regulatory frameworks or policies;
- Experience with environmental protection and safety;
- Experience building relationships, promoting partnerships and working with government, Indigenous groups, communities, industry or other stakeholder groups in Canada;
- Experience in the oil and gas sector, fisheries management, or Indigenous affairs in Newfoundland and Labrador would be considered an asset; and
- Experience working with or serving on a board, or in offshore petroleum-related activities would be considered an asset.

Knowledge, Skills and Abilities
- Knowledge of the mandate and activities of the Canada-Newfoundland and Labrador Offshore Petroleum Board, and of the Canada-Newfoundland and Labrador Atlantic Accord Implementation Acts;
- Knowledge of offshore oil and gas activities in the Canada-Newfoundland and Labrador offshore area, and the structure and operation of the international petroleum industry and Canada’s position in an international context;
- Knowledge of current and emerging issues related to offshore oil and gas exploration and/or development;
- Knowledge of strategic corporate planning, monitoring and evaluation of corporate performance;
- Knowledge of the operations and challenges of working with both the federal and provincial governments;
- Ability to reconcile divergent stakeholder positions, taking into account associated economic, social and environmental implications, including domestic and international obligations;
- Ability to anticipate emerging issues and develop strategies to enable the board to seize opportunities and solve problems;
- Ability to discuss, foster debate among board members, facilitate consensus and to manage conflicts, should they arise;
- Ability to work effectively with senior industry, provincial and federal governments, and non-government officials; and
- Superior communication skills, both written and oral.
Language Requirements
Proficiency in both official languages would be preferred

Eligibility Factors and Conditions of Employment

- You must be willing to travel to St. John’s, Newfoundland and Labrador for board meetings.
- You must be prepared to travel occasionally to represent the Canada-Newfoundland and Labrador Offshore Petroleum Board.

All members of the Board shall be subject to conflict of interest guidelines established jointly by the Federal Minister and Provincial Minister and are not subject to any conflict of interest guidelines established by the Federal Government (statutory).
