The Government of Canada is currently seeking applications from diverse and talented Canadians from across the country who are interested in the following positions:

Members (part-time positions)

Transportation Appeal Tribunal of Canada

As an administrative tribunal with quasi-judicial powers, the Transportation Appeal Tribunal of Canada provides a recourse mechanism to the national transportation sector regarding administrative actions taken by the Minister of Transport and the Canadian Transportation Agency under various pieces of federal transportation legislation. The Tribunal holds review and appeal hearings at the request of those affected by these administrative decisions.

Members function as independent decision-makers mandated to conduct fair and impartial quasi-judicial review and appeal hearings, and will be called upon to conduct adjudications.

Candidates must apply online by 11:59 p.m. Eastern Time on March 20, 2017, via the Governor in Council Appointments website. The Tribunal is seeking part-time members in the following streams:

  • Railway Sector
  • Marine Sector
  • Aviation Sector
  • Medical Hearings
  • Motor Vehicle Sector

Per Diem: $470 - $550

Position Location: Various locations across Canada. Part-time members work from their home office.

Official Languages and Diversity

To be considered for one of these positions, please provide examples from your career that clearly demonstrate how you meet the following requirements in your application:

Education and Experience (all positions)

  • A degree from a recognized university, or an acceptable combination of equivalent education, training, and job-related experience;
  • A law degree would be considered an asset;
  • Experience in gathering and assessing complex information in order to make decisions;
  • Experience in using a computer for communication, research and word processing;
  • Experience chairing meetings would be considered an asset; and
  • Experience in one of the federally-regulated transportation sectors (aeronautics, rail, motor vehicle, marine), or as a medical practitioner would be considered an asset.

If you are selected for a written test and an interview, the following criteria will be assessed:

Knowledge, Skills and Abilities

All positions

  • Knowledge of administrative law, principles of natural justice, and practices followed by administrative tribunals and the Transportation Appeal Tribunal of Canada;
  • Knowledge of the review and appeal processes, and the operations of the Transportation Appeal Tribunal of Canada, including the regulations that govern its activities would be considered an asset;
  • Knowledge of the Transportation Appeal Tribunal of Canada Act, and other applicable legislation and regulations would be considered an asset;
  • Knowledge of the transportation sector in Canada would be considered an asset;
  • Ability to interpret various statutes and related regulations in an adjudicative context;
  • Superior communication skills, both oral and written, and the ability to manage communications with a variety of stakeholders;
  • Ability to maintain self-control and defuse tense situations;
  • Ability to work efficiently, independently, as well as within a team; and
  • Ability to conduct fair and efficient hearings.

In addition, candidates should demonstrate the knowledge, skills, and abilities related to at least one of the following streams:

Railway Sector

  • Knowledge of relevant rail transportation legislation and regulations, such as the Railway Safety Act and its related regulations;
  • Knowledge of the Canada Transportation Act; and
  • Knowledge of the rail transportation mode, rail practices, and community.

Marine Sector

  • Knowledge of relevant marine transportation legislation and regulations, such as the Canada Shipping Act, 2001, the Marine Transportation Security Act, as well as related regulations;
  • Knowledge of relevant international agreements within the marine sector; and
  • Knowledge of the marine transportation mode, marine practices, and community.

Aviation Sector

  • Knowledge of relevant air transportation legislation and regulations, such as Aeronautics Act and its related regulations;
  • Knowledge of relevant international agreements within the aviation sector; and
  • Knowledge of the aviation transportation mode, aviation practices, and community.

Medical Hearings

  • Knowledge or experience of medicine applied to one or more of the federally-regulated transportation sectors as a retired or practicing medical professional.

Motor Vehicle Sector

  • Knowledge of relevant road transportation legislation and regulations, such as the Motor Vehicle Safety Act and its related regulations; and
  • Knowledge of the motor vehicle transportation mode and practices.

If you are selected for a written test, the following competencies will also be assessed:

  • Written communication
  • Conceptual thinking, synthesis, and analysis of information
  • Decision making
  • Judgment / analytical thinking
  • Ability to analyze and synthesize information, and to write clear and well-reasoned determinations and decisions

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

In your application, it will be important that you confirm you meet the following requirements:

  • You must work from your home office in Canada and have access to high-speed Internet.
  • You must be willing to travel to the National Capital Region and across Canada regularly, as required.
