The Government of Canada is currently seeking applications from diverse and talented Canadians from across the country who are interested in the following positions:
Directors of the Board (part-time positions)
The Jacques Cartier and Champlain Bridges Incorporated
The Jacques Cartier and Champlain Bridges Incorporated operates, manages, monitors, constructs, rehabilitates, maintains and repairs the following bridges, roads, and tunnels under federal jurisdiction located in the Greater Montreal Area: the Champlain and Jacques Cartier Bridges, the federal portion of the Honoré Mercier Bridge and approaches thereto, and three related infrastructures, namely a section of the Bonaventure Expressway, the Champlain Bridge Ice Control Structure, and the Melocheville Tunnel. Its mission is to provide a safe passage for users through the management, maintenance, and rehabilitation of its infrastructure assets by optimizing traffic flow and respecting the environment. The Jacques Cartier and Champlain Bridges Incorporated strives to provide the Government of Canada with the highest level of custodianship of these infrastructure assets.
The board of directors of the Jacques Cartier and Champlain Bridges Incorporated (the "Board") is composed of up to seven (7) members, including the Chairperson and the Chief Executive Office. The Board provides strategic guidance and oversees the organization and administration of the Jacques Cartier and Champlain Bridges Incorporated as well as the management of its resources, services, property, personnel and contracts. It sets corporate objectives and strategic directions, oversees the implementation of said objectives and strategic plan, monitors corporate performance, reviews financial objectives and results, analyzes key dimensions such as security, safety, environment and risk management, ensures that the principal risks are identified, mitigated and managed for each project and maintains strong and effective stakeholder communications.
Safety and security remain top priority issues. Given that many of the infrastructure assets the Jacques Cartier and Champlain Bridges Incorporated controls were built prior to 1965, careful monitoring is required. Significant capital investments need to be carefully managed to ensure the continued safety of existing assets, and construction of new assets. The Board is working on rehabilitation programs to address these issues and exhaustive repair plans are underway for some of the structures.
In view of the significant responsibilities of the Jacques Cartier and Champlain Bridges Incorporated, board members schedule numerous meetings of the Board and its committees throughout the year to manage Jacques Cartier and Champlain Bridges Incorporated 's business and affairs. Special meetings may be called on short notice to address specific or emergency issues. Board members are permitted to attend Board and committee meetings in person or by electronic means, although they attend the majority of meetings in person.

Per Diem: $200 - $300

Education and Experience
- A degree from a recognized university in a relevant field of study or an acceptable combination of equivalent education, job-related training and/or experience;
- A degree from a recognized university in engineering, human resources, economics, finance or law would be considered an asset;
- Experience serving as a member of a board of directors for a public or private sector organization or as a senior executive answerable to stakeholders in the public or private sector;
- Experience in implementing modern corporate governance principles and best practices;
- Experience in the management, construction, rehabilitation and/or maintenance of infrastructure and in the transportation sector would be considered an asset;
- Experience in project management; and
- Experience in any of the following would be considered an asset:
- Experience in managing human and financial resources; or
- Experience in managing legal and communications personnel.
If you are selected for an interview, the following criteria will be assessed:
Knowledge, Skills and Abilities
- Knowledge of the mandate, mission and activities of the Jacques Cartier and Champlain Bridges Incorporated and a good understanding of the legislative framework in which it operates, including applicable labor laws;
- Knowledge of corporate governance and best practices;
- Knowledge of infrastructure rehabilitation and project management;
- Knowledge of the Greater Montreal Area in which the Jacques Cartier and Champlain Bridges Incorporated operates would be considered an asset;
- Knowledge of government functions and operations, including public policy areas, would be considered an asset;
- Financial literacy;
- Ability to facilitate information-sharing and effective working relationships with other Board members, management, government officials, business partners, stakeholders and employees of the Jacques Cartier and Champlain Bridges Incorporated;
- Abilities in one or more of the following areas would be considered an asset:
- Ability to anticipate emerging issues and lead organizational change;
- Ability to develop, review and analyze workforce reports and metrics and to lead organizational change;
- Ability to apply human resources management principles to anticipate the short and long term needs of Jacques Cartier and Champlain Bridges Incorporated, evaluate potential options and identify alternative solutions to problems; and
- Superior communication skills, both written and oral, and ability to manage communications with a variety of stakeholders.including negotiation and conflict management skills.
Language Requirements
Proficiency in both official languages would be preferred.
