Temporary Member (part-time positions)
National Energy Board
The National Energy Board is an independent federal regulator that reports to Parliament through the Minister of Natural Resources. The Board makes decisions and recommendations on applications for pipeline facilities that cross international or interprovincial borders, associated tolls and tariffs, international power lines and certain energy export and import authorizations. In specified areas, the National Energy Board has regulatory responsibilities for oil and gas exploration and production activities. The Board regulates companies to conduct their activities safely in order to eliminate or reduce risk for the public, workers, the environment, and property over the full lifecycle of an energy infrastructure project. The National Energy Board is located in Calgary, Alberta and has a staff of approximately 450 employees and an annual budget of over $70 million.
The Minister of Natural Resources is committed to making recommendations on the appointment of Board members which ensure that the Board’s composition reflects regional views and that it has sufficient expertise in fields such as environmental science, community development, and Indigenous traditional knowledge. Opportunities exist for up to four Temporary Board Member positions at the National Energy Board.
Temporary Board Members are appointed for various terms and may reside anywhere in Canada. Temporary Board Members are assigned work by the Chair of the National Energy Board. This work will include periods of time involving heavy and sustained workload and extensive travel requirements. When assigned to a specific project, Temporary Board Members may work continually for several weeks in a row, within and outside normal business hours. These periods will also include extensive travel through communities across the country. Temporary Board Member responsibilities are assigned by the Chair of the Board, but could include enhanced engagement with the public, communities and Indigenous groups outside of the formal hearing process to foster greater public awareness, confidence and trust in the National Energy Board and its processes.

Part-time per diem: $875 - $1,025 (GCQ-6)

Education and Experience
- A degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or experience;
- A degree in economics, engineering, environmental science, finance or law would be considered an asset;
- Experience engaging communities or stakeholders; and
- Experience in at least one of the following fields:
- Environmental Science: Experience working on environment-related matters, such as environmental assessment, protection or enforcement in Canada.
- Indigenous Traditional Knowledge: Experience gathering or compiling traditional knowledge from Indigenous peoples to shape decision-making processes.
- Community Development: Experience leading and facilitating processes where community members take collective action and generate solutions to common problems or a common goal.
If you are selected for an interview, the following criteria will be assessed:
Knowledge, Skills and Abilities
- Knowledge of the mandate and activities of the National Energy Board, as well as its legislative framework, including the National Energy Board Act, and the regulatory and business environments within which the Board operates;
- Knowledge of the functioning of energy markets and the energy sector (economic, engineering, social, safety and/or environmental components) and of the role of government and regulatory agencies in facilitating market outcomes that are in keeping with the Canadian public interest;
- Knowledge of administrative law, principles of natural justice, and the rules and practices followed by adjudicative tribunals in Canada;
- Knowledge of the aspirations of Canada’s Indigenous peoples, their history and their vision of Canada’s future;
- Ability to analyze significant amounts of complex technical information, and make concrete decisions within a timeframe bound by legislated time limits and service standards;
- Ability to think strategically, to frame questions and conduct analysis with a thorough understanding of energy sector and related policy issues, and to constructively question and challenge these in an appropriate manner;
- Ability to reconcile divergent stakeholder positions, taking into account associated economic, social and environmental implications; and
- Superior communications skills, both written and oral, with the ability to write clear and concise reports, analyses and decisions.
Language Requirements
Proficiency in both official languages would be preferred.
Regional Diversity
To ensure that the Board’s composition reflects regional views, province of residence will be considered in making appointments to the National Energy Board.

In your application, it will be important that you confirm you meet the following requirements:
- The successful candidates must be Canadian citizens or permanent residents within the meaning of the Immigration and Refugee Protection Act. (statutory)
- The successful candidates must not, as owners, shareholders, directors, officers, partners or otherwise, be engaged in the business of producing, selling, buying, transmitting, exporting, importing or otherwise dealing in hydrocarbons or electricity nor hold any bond, debenture or other security of a corporation engaged in any such business. - Members must be prepared to travel and work long hours when required.
