Chairperson (part-time position)

Windsor-Detroit Bridge Authority

The Windsor-Detroit Bridge Authority, a parent Crown corporation, was established in October 2012. Its mandate is to enable construction and operation of a new international crossing between Windsor, Ontario and Detroit, Michigan. The project includes four components: a six-lane high level bridge; a Canadian port of entry with border inspection and toll facilities; a U.S port of entry with border inspection; and an interchange with Interstate 75. Project procurement and operations are governed by the Canada-Michigan Crossing Agreement concluded in June 2012.

The Chairperson is responsible for overseeing the Corporation's activities, providing strategic policy direction for Windsor-Detroit Bridge Authority and presiding over the activities of the Board of Directors. The Chairperson reports to Parliament through the Minister of Infrastructure and Communities.

Per diem: $200 - $300

Annual retainer: $6,400 - $7,500

Education and Experience

  • A degree from a recognized university with acceptable specialization in business administration, public administration, commerce, finance, economics or some other specialty relevant to the position, or an acceptable combination of education, training and/or experience;
  • Experience serving on Boards of Directors of major public and/or private corporations preferably as a chairperson;
  • Experience in a large organization preferably dealing with large multi-modal transportation networks, including bridges and international crossings;
  • Experience in modern corporate governance and best practices;
  • Significant experience in dealing with different levels of government, preferably with senior officials; and
  • Experience in major infrastructure projects would be an asset.

If you are selected for an interview, the following criteria will be assessed:

Knowledge, Skills and Abilities

  • Knowledge of the roles and responsibilities of the Chairperson, including fundamental responsibilities to the government as shareholder;
  • Knowledge of Windsor-Detroit Bridge Authority’s mandate, legislative framework and activities;
  • Knowledge of strategic corporate planning, monitoring and evaluation of corporate performance;
  • Knowledge of political and public policy environments, processes and best practices;
  • Knowledge of human resources and financial management;
  • Knowledge of the Canada-US relationship, particularly as it relates to international crossings in the context of heightened security concerns;
  • Appreciation for and sensitivity to Indigenous customs, methods of business; mandates and objectives in land claims and archaeology issues;
  • Ability to develop effective working relationships with different levels of government as well as Windsor-Detroit Bridge Authority’s partners and stakeholders;
  • Ability to anticipate emerging issues and develop strategies to enable the Board to seize opportunities or resolve problems;
  • Ability to foster debate and discussions among Board members, facilitate consensus and manage conflicts;
  • Strong leadership and managerial skills to ensure the Board conducts its work effectively; and
  • Superior communication skills, both written and oral, and the ability to represent the Windsor-Detroit Bridge Authority, when required, with a wide range of stakeholders.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

In your application, it will be important that you confirm you meet the following requirements:

  • The successful candidate must be available for Board meetings approximately 10 to 12 days per year.
