Assistant Privacy Commissioner (full-time position)

Office of the Privacy Commissioner of Canada

The mission of the Office of the Privacy Commissioner of Canada is to protect and promote the privacy rights of individuals. The Office oversees compliance with both the Privacy Act, which covers the personal information-handling practices of federal government departments and agencies, and the Personal Information Protection and Electronic Documents Act, Canada’s private sector privacy law, along with some aspects of Canada’s anti-spam law.

In this context, the Assistant Privacy Commissioner provides leadership and direction to three branches and one division within the Office of the Privacy Commissioner of Canada and is accountable for investigating privacy complaints under the terms of the two federal privacy laws. The Assistant Privacy Commissioner’s other responsibilities include conducting audits to assess organizations’ compliance under each of the Acts referenced, analyzing and providing recommendations on privacy impact assessments, responding to formal requests pursuant to the Access to Information and Privacy Act, and providing a range of public and stakeholder outreach activities in support of the Office of the Privacy Commissioner of Canada’s mandate.

Salary Range: $174,700 - $205,500

Position Location: National Capital Region

Education and Experience

  • A degree from a recognized university in a relevant field of study, or an acceptable combination of education, job-related training and experience;
  • A degree in law would be considered an asset;
  • Executive level management experience in a private or public sector organization, including the management of human and financial resources;
  • Decision-making experience with respect to complex and sensitive issues, preferably in areas related to privacy (data protection, security, cyberspace, technology, etc.);
  • Experience in the development and/or implementation of policies, performance standards and operational procedures;
  • Experience in the interpretation and application of legislation, regulations and directives; and
  • Experience in developing, maintaining and managing successful stakeholder relationships and complex partnerships.

If you are selected for an interview, the following criteria will be assessed:

Knowledge, Skills and Abilities

  • Knowledge of the mandate, roles and responsibilities of the Office of the Privacy Commissioner;
  • Knowledge of the legislative and regulatory framework within which the Privacy Commissioner carries out his/her mandate, in particular the Privacy Act and the Personal Information Protection and Electronic Documents Act;
  • Knowledge of the principles of natural justice;
  • Knowledge of the operations of the federal government, including those related to sound management principles, strategic reporting, accountability and transparency;
  • Knowledge of the global nature of privacy and data protection and of the relationships between current and emerging technologies and privacy issues;
  • Knowledge of privacy regimes in other jurisdictions (provincial, territorial, national, and international) would be considered an asset;
  • Ability to provide leadership within the Office of the Privacy Commissioner and to provide quality advice, support and recommendations to the Privacy Commissioner in carrying out his mandate;
  • Ability to interpret relevant statutes, regulations and policies, and analyze complex situations in order to make equitable decisions and recommendations, while anticipating their short- and long-term consequences;
  • Ability to develop and maintain effective relationships with a broad range of stakeholders that include senior government officials, private sector organizations, industry and professional associations, academia, and privacy protection agencies in Canada and internationally;
  • Ability to think strategically, anticipate trends and act to influence the policy development process; and
  • Superior communication skills, both written and oral.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

In your application, it will be important that you confirm you meet the following requirements:

  • You must reside in or be willing to relocate to the National Capital Region or to a location within reasonable commuting distance.
  • You must be willing to travel within Canada and abroad as required.
  • An Assistant Privacy Commissioner shall engage exclusively in such duties or functions of the Office of the Privacy Commissioner under this Act or any other Act of Parliament as are delegated by the Privacy Commissioner to that Assistant Privacy Commissioner and shall not hold any other office under Her Majesty for reward or engage in any other employment for reward (statutory).
