Great Lakes Pilotage Authority
Great Lakes Pilotage Authority (Great Lakes Pilotage Authority Canada) is a Crown corporation based in Cornwall, Ontario. The mandate of the Great Lakes Pilotage Authority is to establish, operate, maintain, and administer, in the interest of safety, an efficient economical pilotage service within its designated geographical boundaries, being all waters in the Province of Quebec south of the northern entrance to St. Lambert Lock and all Canadian waters in and around the provinces of Ontario and Manitoba. The Great Lakes Pilotage Authority exercises public regulatory authority, and also issues, suspends or revokes pilot licenses and certificates.
The key corporate objectives of the Authority are:
- To provide economic, safe, reliable, and efficient marine pilotage and related services in its region of responsibility, namely all waters in the Province of Quebec south of the northern entrance to St. Lambert Lock and all Canadian waters in and around the provinces of Ontario and Manitoba
- To provide the above services within a commercially-oriented framework, directed toward achieving and maintaining financial self-sufficiency, through tariffs which are fair and reasonable
- To promote the effective utilization of the Authority’s facilities, equipment and expertise, through the productive application of these resources in the interest of safe navigation and
- To be responsive to the Government’s environmental, social and economic policies.
The Board is responsible for the Great Lakes Pilotage Authority’s strategic planning, including its business plan, finances and overall stewardship, which involves the identification of major risks, succession planning and the setting up of an information system to meet its requirements.

Per Diem: $160 - $250
Annual Retainer: $2,600 - $3,000

Education and Experience
- A degree from a recognized university in a relevant field of study, or an acceptable combination of equivalent education, job-related training or experience
- Experience serving as a member of a board of directors for a public or private sector organization or as a senior leader answerable to stakeholders in the public or private sector
- Experience in dealing with senior representatives of government or the private sector
- Experience in pilotage, shipping, other transportation sectors or business community (preferably marine) and
- Experience in one or more of the following areas would be considered as assets: project management engineering risk management information systems marine transportation public relations business administration law communications community relations or stakeholder engagement.
If you are selected for an interview, the following criteria will be assessed:
Knowledge, Skills and Abilities
- Knowledge of the Authority’s mandate, mission, strategic priorities, and business activities including the Canadian maritime industry
- Knowledge of the role and responsibilities of a board member, including fundamental accountabilities to the Government of Canada as shareholder
- Knowledge of the public policy environment facing a Crown corporation, and a general understanding of the legislative environment in which it operates, including the Financial Administration Act and the Pilotage Act
- Knowledge of financial and human resources management (including compensation) strategic corporate planning, monitoring, and evaluation of corporate performance and of corporate governance, including good governance and best practices
- Knowledge in one or more of the following areas may be required: operation of a Pilotage Authority international trade finance business administration commerce or economics real property management and strategic planning
- Financial literacy
- Ability to identify, analyse and define priorities and strategies
- Ability to anticipate emerging issues
- Ability to develop and maintain effective working relationships with other members and with the Authority’s partners and stakeholders and
- Superior communications skills, both oral and written, and the ability to manage communications with a variety of stakeholders.
Language Requirements
Proficiency in both official languages would be preferred.

- No officer or employee of the Great Lakes Pilotage Authority or any of its affiliates, other than the chief executive officer, shall be a director of the Great Lakes Pilotage Authority (statutory).
