Atlantic Pilotage Authority
The Atlantic Pilotage Authority (Atlantic Pilotage Authority Canada) is a Crown corporation based in Halifax, Nova Scotia. The mission of the Atlantic Pilotage Authority is to deliver safe, effective and self-sustaining marine pilotage services in Atlantic Canada.
In fulfilling its roles and responsibilities, the Board’s duty is to comply with the requirements outlined in the Pilotage Act and the Financial Administration Act. As well, it is bound by the applicable Regulations arising from the Acts.
The Authority's corporate objectives are the following:
- To deliver safe and effective marine pilotage services in Atlantic Canada
- To maintain financial self-sufficiency by exercising effective cost management and establishing tariffs that are fair and reasonable
- To provide a reliable and self-sustaining service by safeguarding the Authority's people and assets while planning for succession and asset replacement
- To assume a leadership role in marine navigation by providing an expertise in navigational safety and marine operations and
- To contribute to the Federal government's environmental, social, and economic policies as they apply to the marine industry in Atlantic Canada.

Per Diem: $160 - $250
Annual Retainer: $5,100 - $6,000
Official Languages and Diversity

To be considered, please ensure that the information provided in your curriculum vitae and cover letter clearly demonstrates how you meet the following requirements:
Education and Experience
- A degree from a recognized university in a relevant field of study, or an acceptable combination of equivalent education, job-related training and/or experience
- Experience serving as a chairperson or member of a board of directors for a public or private sector organization or as a senior executive answerable to stakeholders in the public or private sector
- Experience in managing human and financial resources
- Experience in dealing with senior representatives of different levels of Government and the private sector
- Experience in developing and maintaining effective working relationships with business partners and other key stakeholders and
- Experience in the shipping, pilotage or public administration sectors would be an asset.
If you move on to the next stage of the selection process, the following criteria will be assessed:
Knowledge, Skills and Abilities
- Knowledge of the Authority’s mandate, mission, strategic priorities, and business activities including the Canadian pilotage industry.
- Knowledge of the role and responsibilities of the Chairperson, the Board of Directors and the President and Chief Executive Officer including fundamental accountabilities to the Government of Canada as shareholder
- Knowledge of the public policy environment facing a Crown corporation, and a general understanding of the legislative environment in which it operates, including the Financial Administration Act
- Knowledge of financial and human resources management
- Knowledge of corporate governance and best practices
- Knowledge of strategic corporate planning, monitoring, and evaluation of corporate performance
- Ability to develop effective working relationships with the Minister, the Deputy Minister, and the Corporation’s business partners and stakeholders
- Ability to anticipate emerging issues and lead organizational change
- Ability to foster debate and discussion among Board members to facilitate consensus and
- Strong communications skills, both written and oral, and the ability to act as a spokesperson in dealing with the media, public institutions, governments and other organizations.
Language Requirements
Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment
- The successful candidate must be willing to chair a schedule of Board meetings.
- Appointees must comply with the Ethical and Political Activity Guidelines for Public Office Holders throughout their appointment as a term and condition of employment. The guidelines are available on the Governor in Council Appointments website, under Forms and reference material.
- All appointees will be subject to the Conflict of Interest Act. Public office holders appointed on a full-time basis must also submit to the Office of the Conflict of Interest and Ethics Commissioner, within 60 days of appointment, a confidential report in which they disclose all of their assets, liabilities and outside activities.
